This is a mistake that regularly costs three to six months of delay. Electricity, water, natural gas, and telecommunications infrastructure in Türkiye are governed by separate regulatory bodies, separate application processes, and separate technical review cycles, and getting the sequencing wrong is one of the most common causes of handover delays we see on projects backed by Baku-based capital.
Electricity: The Longest Lead Time
Grid connection in Türkiye runs through the regional distribution company (dağıtım şirketi), which varies by province. The process starts with a connection agreement application (bağlantı anlaşması), followed by a technical capacity assessment, and finally a usage agreement (kullanım anlaşması) once the installation passes inspection. For projects requiring a dedicated transformer or a capacity upgrade beyond what the existing local grid can absorb, the distribution company may require the developer to fund transformer or substation infrastructure directly, with reimbursement mechanisms that differ by region and are rarely fast. Azerbaijani developers accustomed to more centralized utility planning in Baku should budget realistic lead times: a straightforward low-voltage connection can clear in six to eight weeks, but anything requiring new medium-voltage infrastructure routinely takes four to six months from application to energization.
Water and Wastewater: Municipal Variation

For mixed-use and residential projects, gas connection timing should be planned in parallel with, not after, the electrical connection process, since both typically gate the occupancy permit (iskan).

Fiber and telecom infrastructure connections are typically the fastest of the four utilities but are also the most commonly overlooked at the design stage. Buildings without pre-installed conduit for fiber entry often face retrofit costs and delays when the eventual telecom operator's installation crew has to core through finished walls. Specifying conduit routing at the architectural design stage, before structural work begins, avoids this entirely.
