Türkiye's real estate valuation system operates under specific regulatory standards that differ from practices familiar to Baku-based buyers, and understanding the methodology behind a number is often more useful than the number itself.

The SPK-Licensed Appraisal System

Real estate valuation reports used for bank financing, resale documentation, or residency and citizenship applications in Türkiye must be prepared by appraisers licensed and regulated under the Capital Markets Board, known locally as SPK. These appraisal companies are audited entities, and their reports carry legal weight that informal broker estimates or developer-provided valuations do not. A valid appraisal report typically includes cadastral data, physical inspection findings, comparable sales analysis, and a final value conclusion denominated in Turkish lira, though many reports also state a foreign currency equivalent for reference.

The cost approach estimates replacement construction cost plus land value, which is particularly relevant for new-build apartments where limited resale comparables exist. For Azerbaijani buyers purchasing pre-completion units in Istanbul, Antalya, or Bursa, the cost approach often carries more weight than comparable sales, since a finished project of similar specification may not yet exist nearby. This is worth understanding before assuming a purchase price and an appraised value will match precisely.

Where Discrepancies Commonly Arise

A frequent source of confusion for foreign buyers is a mismatch between the contract sale price and the appraised value. This can occur for several legitimate reasons: currency fluctuation between contract signing and appraisal date, developer pricing that includes furnishing or finishing packages not separately valued, or simply a conservative appraisal in a market segment with limited comparable data. A discrepancy is not automatically a red flag, but it should always be understood rather than dismissed.

Practical guidance : Request the full appraisal report, not just the summary value page, and have it reviewed by an independent advisor familiar with both the Turkish methodology and the purpose the report will serve, whether that is bank financing, resale planning, or a regulatory filing.

Regional Value Variation Within Türkiye

Appraised values vary meaningfully by district and even by street within the same city, reflecting factors such as proximity to transport infrastructure, urban transformation zoning, and earthquake-resistance certification of the building. Azerbaijani investors accustomed to Baku's more concentrated prime districts should expect a wider dispersion of values across Istanbul's districts in particular, where a unit in Beşiktaş and a comparable-sized unit in an outer district can carry substantially different appraised values despite similar build quality.

Practical Steps Before Purchase

Before finalizing a purchase, investors should commission or request a valuation from a firm with no financial relationship to the selling developer, verify the appraiser's SPK license status, and cross-check the report's comparable sales data against independent listings where possible. For portfolio-level acquisitions or repeat investors, establishing a relationship with one trusted, independent appraisal provider across multiple transactions builds a more consistent and defensible valuation history over time.

Given the regulatory specificity of Turkish appraisal standards and the practical consequences of an inaccurate or poorly timed valuation report, Azerbaijani investors are well served by engaging independent local advisors who can coordinate appraisal, legal, and transaction timelines as a single, verified process rather than three disconnected steps.
