Introducing the Circular Development Score: a new way to measure sustainable real estate

Most sustainability ratings tell you how a building performs in operation. The Circular Development Score asks a harder question: how much of its value can be recovered when the building reaches end of life?

The real estate industry has no shortage of sustainability certifications. LEED, BREEAM, DGNB: each framework measures energy use, water efficiency, indoor air quality, and a range of environmental performance indicators during a building's operational life. They are valuable tools. But they share a fundamental blind spot: they evaluate the building while it is in use, not what happens to it when it is not.

The Circular Development Score (CDS) was developed to fill that gap. It is a measurement tool designed specifically to assess the degree to which a real estate development project aligns with circular economy principles, not just during operation, but across the entire lifecycle, from material extraction through construction, occupancy, renovation, and ultimately, end-of-life recovery.

Why existing frameworks are not enough

Consider a Class A office building that earns a LEED Platinum certificate. It has excellent insulation, solar panels on the roof, and a rainwater harvesting system. From an operational standpoint, it is exemplary. But if the structural system is irreversible cast-in-place concrete, the façade is a proprietary curtain wall system with no spare parts supply chain, and the interior fit-out is bonded to the slab; from a circular perspective, that building is a liability. When it reaches the end of its economic life in 40 years, the most likely outcome is demolition and landfill.

This is not a theoretical concern. The construction sector accounts for approximately 36% of global waste generation. In Türkiye, where urban transformation projects are replacing millions of square meters of building stock, the volume of construction and demolition waste is growing faster than the capacity to process it.

What the CDS measures

The Circular Development Score evaluates a project across five dimensions:

*Material recoverability:* Can the primary materials be separated, recovered, and reused at end of life? This rewards design for disassembly, dry connections over chemical bonding, and the use of materials with established secondary markets.

*Design adaptability:* Can the building be reconfigured without demolition? Floor-to-ceiling heights, structural grid spacing, and service zone access all affect how easily a building can be repurposed as market demand shifts.

*Supply chain circularity:* What proportion of the materials used contain recycled content, and what proportion can re-enter a circular supply chain after use? This dimension connects the building to its upstream and downstream material flows.

*Energy and carbon circularity:* Beyond operational energy efficiency, this dimension examines embodied carbon in materials, the potential for on-site energy generation, and compatibility with smart grid integration.

*Governance and documentation:* Is there a material passport for the building? Are as-built records maintained in a format that future owners, renovators, or demolition contractors can actually use?

Each dimension is scored on a 0–100 scale. The composite CDS reflects the weighted average, with weighting adjustable to reflect local regulatory priorities or investor mandates.

Relevance for Türkiye

Türkiye sits at an interesting intersection. On one hand, the country faces significant urban transformation, with millions of buildings built before modern seismic codes being replaced, generating enormous material flows. On the other hand, Türkiye's industrial base in steel, ceramics, glass, and prefabricated concrete gives it genuine capacity to develop circular supply chains if the right incentive structures are in place.

For international investors entering the Turkish real estate market, the CDS offers a due diligence tool that goes beyond standard environmental checklists. A development that scores well on the CDS is not just a greener building; it is an asset with lower long-term obsolescence risk, greater adaptability to future regulations, and a more defensible position in an ESG-conscious capital market.

Practical application

The CDS is designed to be applied at the design stage, when decisions about structural systems, material specifications, and building services still have the highest leverage. It can also be applied retrospectively to existing buildings as part of an asset management review, identifying which elements represent circular risk and which offer circular opportunity.

For developers, the score provides a credible way to differentiate a project in a market where sustainability claims are increasingly subject to scrutiny. For investors and lenders, it provides a standardised basis for comparing circular performance across a portfolio. For policymakers, it provides an evidence base for procurement standards and regulatory incentives.

The Circular Development Score does not replace operational sustainability frameworks; it complements them. Together, they offer a more complete picture of what a building costs the planet, not just while it is standing, but across the full arc of its existence.
