Danish capital has long favored renewable energy infrastructure with predictable regulatory pathways and strong grid fundamentals. Türkiye offers both, alongside solar and wind resource profiles that outperform much of Northern Europe. For Danish developers and institutional investors accustomed to Denmark's mature offshore wind and district energy markets, Türkiye's renewable sector presents a different but increasingly navigable proposition: abundant land, rising electricity demand, and a licensing regime that has matured considerably over the past decade.

Why Türkiye Attracts Renewable Capital

Türkiye's solar irradiation levels across Southeastern Anatolia and the Aegean coast rank among the highest in Europe, while onshore wind resources in the west and southwest rival established European wind corridors. Domestic electricity demand continues to grow, and the government has repeatedly signaled intent to reduce reliance on imported fossil fuels. For Danish investors weighing entry, the combination of resource quality and demand growth is the starting point, but the harder work lies in site selection and permitting sequence.

The YEKA Framework and Licensed Capacity

Türkiye's Renewable Energy Resource Areas program, known by its Turkish acronym YEKA, allocates large-scale solar and wind zones through competitive tender, typically bundled with local manufacturing commitments. This differs meaningfully from the unlicensed generation route, which allows smaller installations, generally under regulatory thresholds, without a competitive auction. Danish developers should map their intended project scale against these two tracks early, since the legal, financing, and timeline implications diverge substantially. Unlicensed generation moves faster but caps capacity; YEKA-track projects require heavier upfront documentation but unlock utility-scale ambitions.

Site Selection: Land Status Before Resource Data

Wind and solar resource maps are a useful starting filter, but land status determines whether a site is actually developable. Agricultural land classification, forestry designation, and proximity to military or coastal security zones each carry separate approval chains that can add months to a timeline if not identified before a site is shortlisted. A parcel with excellent capacity factor is worthless if it sits on land requiring a reclassification process that a developer has not budgeted for. Danish teams should commission an independent land status and zoning review as a precondition to any resource assessment, not as a follow-up step.

Grid Connection : Grid capacity, not resource quality, is now the binding constraint on many Turkish renewable sites. TEİAŞ, the state transmission operator, issues connection capacity allocations that can be fully subscribed in high-resource regions years ahead of construction. Danish investors should treat grid connection application timing as a parallel workstream that begins alongside, not after, land control.

Environmental Impact Assessment : An EIA is mandatory for most utility-scale renewable projects and involves public consultation requirements that differ from Danish procedure in both format and timeline. Budgeting six to twelve months for this process, depending on project size and regional sensitivity, is a realistic planning assumption.

Local Partnership Structures : Many successful renewable projects in Türkiye pair foreign capital and technical expertise with a Turkish development partner who holds pre-existing land control or licensing progress. This structure can materially shorten the siting timeline but requires careful due diligence on the partner's actual regulatory standing rather than claimed progress.

Financing and Currency Considerations

Renewable project financing in Türkiye typically involves a mix of foreign currency debt and Turkish lira revenue exposure, since electricity offtake is generally lira-denominated unless a project qualifies for specific export or corporate PPA arrangements. Danish investors should model currency mismatch risk explicitly rather than assuming standard European project finance templates transfer directly.

A Measured Entry Approach

The most reliable path for Danish developers entering Turkish renewables is sequential rather than opportunistic: confirm land status, initiate the grid connection application, scope the EIA requirement, and only then finalize resource-based site ranking. Skipping ahead to resource maps without this groundwork is the most common source of delay we observe among foreign entrants. Independent local advisory support during the siting phase, before capital commitment, remains the single highest-leverage investment a foreign developer can make in this market.
