German investors evaluating property in Türkiye consistently ask the same underlying question before they ask about price: how is value actually determined, and can that number withstand scrutiny back home. Whether the purpose is a purchase, a mortgage application, a citizenship-linked transaction, or portfolio reporting to a German tax advisor or bank, the appraisal methodology behind the number matters as much as the number itself.

The SPK-Licensed Appraisal System

Türkiye's formal valuation framework runs through the Capital Markets Board, known locally as SPK, which licenses appraisal firms to issue reports recognized by banks, courts, and title deed offices. For foreign buyers, an SPK-licensed appraisal is not optional paperwork. It is a legal requirement for any property transfer involving a non-Turkish national, and it is the document that anchors the declared sale value on the title deed, known as the tapu.

Why this matters : the appraisal value, not the contract price, is what the land registry uses to calculate transfer tax and what forms the basis for any later capital gains calculation if the property is sold. A German buyer who accepts a developer's asking price without an independent read on the appraisal methodology risks overpaying relative to comparable stock, or accepting a valuation that understates the asset for future resale planning.

Three Approaches, and Which One Dominates

Turkish appraisers, like their German Gutachterausschuss counterparts, draw on three standard methods: the comparable sales approach, the cost approach, and the income approach. In practice, residential valuations in coastal and metropolitan Türkiye lean heavily on comparable sales, using recent transaction data from the same building or immediate district. This is where the methodology diverges most from German practice: Turkish comparable data is less centralized than the Bodenrichtwert system familiar to German investors, and appraisers often rely on a mix of registered sales, current listings, and local market knowledge rather than a single authoritative index.

For new-build and off-plan projects, the cost approach carries more weight, factoring in construction cost per square meter, land value, and developer margin. Income-approach valuation is used mainly for commercial and rental-oriented assets, applying capitalization rates that vary significantly by city and asset class, and that a German investor should benchmark independently rather than accept at face value.

Where Reports Diverge From Reality

A recurring issue in the Turkish market is the gap between an appraisal commissioned by the seller or developer and one commissioned independently by the buyer. Because SPK licenses many firms with varying levels of rigor, report quality is uneven. A conservative, well-documented appraisal will typically include photographs, a clear comparable set with transaction dates, and an explicit methodology section. A weaker report may state a conclusion with minimal supporting evidence. German buyers accustomed to the documentation standards of a certified Gutachter should expect to request, and read, the full comparable data set, not just the summary page.

Recommendation : commission a second, independent appraisal for any transaction above a meaningful threshold, particularly for resale or portfolio assets rather than a single primary residence. The incremental cost is modest relative to the protection it provides.

Currency and Timing Effects on Valuation

Because Turkish lira has experienced sustained volatility against the euro, appraisal timing affects reported value more than in a stable-currency market. A report issued at one point in a rate cycle can look materially different in euro terms within months, independent of any real change in the underlying asset. German investors should treat the appraisal as a snapshot denominated in lira and convert it themselves at a current rate, rather than relying on a euro figure embedded in an older report.

Practical Steps Before Committing

Before finalizing a purchase, German investors should confirm the appraiser's SPK license number is active, request the full comparable sales table behind the valuation, and cross-check the reported price per square meter against district-level data from multiple sources rather than a single developer or agent. Where a mortgage or larger portfolio transaction is involved, an independent second opinion is a reasonable and common practice, not a signal of distrust.

A well-documented appraisal, understood on its own methodological terms rather than assumed to mirror German conventions, is the foundation for a defensible purchase price and a clean paper trail for future tax and resale purposes.
