Why Utility Connections Deserve a Project Manager's Attention

German investors accustomed to the predictability of Bauamt processes and standardized utility tariffs often underestimate how much schedule risk sits inside Türkiye's utility connection process. Electricity, water, natural gas, and telecommunications hookups are frequently treated as a formality to be handled after construction, when in practice they should be sequenced from the earliest design stages. On mixed-use and residential development projects, delayed utility connections are among the most common causes of missed handover dates, and the cost of that delay rarely appears in the original budget.

Electricity : Grid connection in Türkiye runs through the regional distribution company (dağıtım şirketi), and the process differs meaningfully by province. A capacity request, geçici kabul (provisional acceptance) coordination, and transformer allocation must be initiated well before the building shell is complete, since substation capacity in high-growth districts is not always available on demand. For larger developments, a dedicated transformer or ring main unit may need to be built into the site plan and paid for by the developer, a cost item German investors sometimes assume is covered by the utility itself, as it typically would be under German connection charge frameworks.

Water and Wastewater : Municipal water authorities (İSKİ in Istanbul, ASKİ in Ankara, and their provincial equivalents) require a separate application, infrastructure contribution payment, and, in many cases, a technical review of the building's water and fire suppression systems before a connection permit is issued. Wastewater connection to the municipal network can also require coordination with stormwater drainage plans, particularly on sloped or coastal sites where the municipality wants assurance that surface runoff will not overload the system.

Natural Gas : Gas distribution is handled by regional licensed operators, and connection timelines are generally the longest of the four utilities because of the internal pressure testing and safety certification steps involved. Projects that plan to use natural gas for heating or hot water should build in a longer lead time than electricity or water, and should confirm early whether the distribution network already reaches the parcel or whether new mains extension work is required, which shifts both cost and schedule.

Telecommunications and Fiber : While not regulated as tightly as the other three utilities, fiber and telecom infrastructure has become a differentiator in the mid- to upper-tier residential and commercial market. Coordinating conduit installation during the foundation and rough-in stages, rather than retrofitting after finishing works, avoids both additional cost and unnecessary disruption to completed interiors.

Sequencing the Applications

The practical lesson for German investors is that utility applications are not a single post-construction task but four parallel processes with different lead times, different documentation requirements, and different municipal or utility counterparts. A project manager who initiates electricity and gas capacity requests at the design development stage, secures water infrastructure contribution approval before pouring foundations, and plans telecom conduit routing into the architectural drawings will avoid the scramble that otherwise occurs in the final months before handover.

Documentation Discipline : Each utility authority in Türkiye maintains its own application format and supporting document list, and inconsistent project documentation across applications is a common cause of processing delays. Maintaining a single reference set of approved architectural and MEP drawings, updated and distributed consistently to each utility authority, reduces the back-and-forth that otherwise adds weeks to each application.
