Why Utility Infrastructure Deserves Its Own Line Item

For Iranian investors developing residential, commercial, or mixed-use projects in Türkiye, the headline numbers, land cost, construction cost, projected yield, tend to dominate early planning conversations. Utility connection work: electricity, water, natural gas, and telecommunications, is often treated as a formality to be handled near project completion. In practice, it is one of the more consequential workstreams on a Turkish construction timeline, and delays here routinely push occupancy permits (iskan) back by weeks or months.

How the Connection Process Actually Works

Türkiye's utility infrastructure is managed through a mix of state-owned and privatized regional operators. Electricity distribution is handled by regional companies operating under EPDK (Energy Market Regulatory Authority) licenses, and each region has its own application queue, technical specification sheet, and inspection cycle. Water and wastewater connections typically run through the municipal water authority (in Istanbul, ISKI; in other provinces, the local İSU or SU ve Kanalizasyon İdaresi). Natural gas connections involve a separate licensed gas distribution company, distinct from both electricity and water authorities.

Each of these bodies operates independently, with its own document requirements, fee schedule, and inspection timeline. A project cannot simply submit one consolidated application. This fragmentation is the single biggest source of unplanned delay for foreign developers who assume a more centralized permitting system.

Sequencing : Applications for permanent connections generally cannot begin until the structure has passed certain construction milestones and, in many cases, until the building has its own address registration (numarataj) and initial zoning sign-off. Developers who apply prematurely often have applications rejected outright, resetting the queue position.

The Cost Structure Foreign Investors Underestimate

Connection costs in Türkiye are not simply metering and hookup fees. They typically include:

Katılım payı (participation share) : A capacity contribution fee charged by electricity and water authorities, calculated per unit or per square meter of built area, that funds network capacity expansion in the surrounding district. This is often the largest single utility-related cost and is frequently omitted from early-stage investor budgets.

Transformer and substation costs : For larger developments, particularly multi-block residential or commercial complexes, the distribution company may require the developer to fund and construct an on-site transformer station, then transfer ownership of that infrastructure to the utility upon completion.

Internal distribution network : Costs to run cabling, piping, and metering infrastructure from the property boundary to individual units, which falls under the developer's own construction contract rather than the utility authority's scope.

Practical Steps for Iranian Investors

Given that many Iranian buyers and developers are newer to structuring Turkish construction contracts, a few practices reduce risk meaningfully:

Request a full utility cost estimate before finalizing land acquisition : A preliminary application to the relevant electricity and water authorities can produce a non-binding capacity and cost estimate, giving a far more accurate development budget than generic per-square-meter assumptions.

Confirm existing network capacity in the target district : Older or rapidly developing districts sometimes lack sufficient grid or water network capacity, which can trigger the transformer-funding scenario above. This is a due diligence step best completed before, not after, a purchase agreement is signed.

Build utility lead times into the construction schedule explicitly : Connection approvals can take anywhere from a few weeks in well-served urban districts to several months in newer development zones. Treating this as a parallel track rather than a final-stage task protects the overall delivery date.

Use a local project management resource with direct authority relationships : Because each utility body has its own bureaucratic culture and document conventions, a team with established working relationships with regional electricity, water, and gas authorities can meaningfully shorten application cycles compared with a generalist contractor navigating the process for the first time.

A Note on Broader Structuring

Utility infrastructure planning sits alongside, but is separate from, questions of ownership structure, residency pathways, or citizenship eligibility tied to property investment in Türkiye. Those are legitimate and separate considerations for Iranian investors, but they should not distract from the operational groundwork, of which utility connection is a core and often underestimated part, that determines whether a project actually opens on schedule.

For investors developing in Türkiye for the first time, treating utility connection as a technical workstream with its own budget, timeline, and risk profile, rather than a closing-stage formality, is one of the more effective ways to protect both delivery dates and overall project economics.
