Kazakh investors evaluating Turkish residential and commercial assets consistently ask the same practical question before wiring a single tenge or dollar: how is this property's value actually determined, and can that number withstand scrutiny from a bank, a tax authority, or a future buyer. In Türkiye, valuation methodology is not a formality. It shapes financing terms, title deed transfer costs, and the credibility of any exit strategy years down the line.

Why Valuation Reports Matter More Than the Listing Price

Listing prices in Türkiye, particularly in Istanbul, Antalya, and Bodrum, are frequently set by developers or agents with negotiation room built in. They are starting points, not appraisals. A licensed valuation report, known locally as an ekspertiz raporu, is a separate and independent document produced by a certified appraisal firm regulated by the Capital Markets Board of Türkiye (SPK). For any foreign buyer, and especially for Kazakh nationals whose transactions may involve mortgage financing or residence permit applications tied to property value thresholds, this report is the number that actually counts.

Key point : The title deed transaction itself is registered at the government-assessed value, which is often lower than market value. Neither figure alone should be treated as the true worth of the asset. Investors need the independent appraisal to reconcile the two.

How Turkish Appraisers Approach the Calculation

Licensed appraisers in Türkiye generally apply three recognized approaches, often in combination.

Comparable sales approach : The appraiser reviews recent transactions of similar units in the same building or immediate district, adjusted for floor level, view, renovation condition, and orientation. This is the dominant method for standard residential units in established neighborhoods.

Cost approach : For newly constructed or unique properties where comparables are scarce, the appraiser calculates land value plus construction replacement cost, minus depreciation. This method is common in emerging districts where transaction history is thin.

Income approach : For commercial assets, mixed-use buildings, or residential units intended for rental yield, appraisers capitalize expected net rental income. This is the approach Kazakh investors targeting buy-to-let apartments in Istanbul or short-term rental units on the Aegean coast should scrutinize most closely, since assumptions about occupancy rates and rent growth can swing the resulting figure considerably.

Where Foreign Buyers Get Caught Off Guard

A recurring issue is currency mismatch. Kazakh investors often think in tenge or dollar terms, while Turkish appraisals are denominated in Turkish lira and reference local market data. Given lira volatility, a valuation that looked conservative six months ago can appear stale by closing. Requesting a valuation dated close to the actual purchase or mortgage application date, rather than relying on an older report, is a reasonable and standard request.

A second issue involves developer-commissioned appraisals on off-plan projects. Some pre-construction valuations are prepared to support marketing materials rather than to reflect an arm's-length market assessment. Buyers financing through a Turkish bank will find the bank commissions its own independent appraisal regardless, which is a useful cross-check even for cash buyers who want a second opinion.

Practical note : SPK-licensed appraisal firms are required to be independent of the selling party. Buyers are entitled to commission their own appraisal from a firm of their choosing rather than accepting only the seller's or developer's report.

What This Means for Financing and Residency Applications

Property value thresholds tied to residence permit eligibility or other property-based application routes are assessed against the official appraisal value, not the negotiated sale price. Investors should confirm the current threshold with legal counsel before signing, since figures are periodically revised, and should ensure the appraisal report explicitly states a value at or above the applicable minimum.

A Practical Approach for Kazakh Investors

Before committing funds, request the full appraisal report rather than a summary letter, verify the appraiser's SPK license number independently, and compare the report's methodology against at least one additional data point, whether a second opinion, a bank appraisal, or comparable sales data from a local source. For income-producing assets, ask specifically how rental assumptions were derived and whether they reflect long-term lease income or short-term rental platforms, since the two produce materially different valuations.

A rigorous, independent appraisal is not a bureaucratic checkbox. It is the foundation for negotiating price, securing financing, and protecting resale value in a market where currency and price dynamics can shift quickly.
