Qatar's own construction sector scaled to extraordinary levels in the run-up to the 2022 World Cup, and Qatari investors and developers evaluating projects in Türkiye sometimes carry cost assumptions shaped by that experience. Turkish construction economics are structured differently, and the gap matters when underwriting a development budget.

Current cost levels

As of mid-2025, reinforced concrete residential construction in Türkiye's major urban markets runs between $550 and $850 per square metre of gross floor area for standard quality, with higher-specification finishes reaching $1,000 to $1,400 per square metre. Commercial office and retail construction, carrying more demanding mechanical, electrical, and finishing specifications, ranges from $900 to $1,600 per square metre depending on grade. These figures sit meaningfully below the cost levels Qatari developers experienced on World Cup-linked infrastructure, reflecting both a different labour cost base and a different scale and specification profile.

Why the comparison to Qatar is misleading

Qatar's construction boom involved a compressed timeline, extraordinary logistics premiums for a small, import-dependent market, and specification levels driven by international event standards. None of these dynamics apply directly to a typical Turkish development project. Türkiye has a mature, large-scale domestic construction supply chain, in structural steel, cement, ceramics, and prefabricated concrete, that keeps costs closer to what the underlying labour and material inputs would suggest, without the compressed-timeline premium that characterised Qatar's World Cup pipeline.

What actually drives cost variability in Türkiye

Within Türkiye, the largest cost variables are structural system choice, reinforced concrete is the baseline and cheapest option, while steel frame carries a 15 to 25 percent premium but offers faster programme; finishing specification, where the gap between a competent local finish and an internationally specified, imported fit-out can add 30 to 50 percent to total project cost; and location, with Istanbul construction running 10 to 20 percent above secondary cities such as Ankara or Izmir.

Currency considerations

Turkish construction has effectively dollarised for international-grade projects, contractors experienced with foreign clients typically price materials in dollars or euros and labour in lira, then present a composite dollar rate. Qatari investors, used to the riyal's own dollar peg, should still model the lira-denominated labour component explicitly, since Turkish wage inflation has at times outpaced lira depreciation, creating real cost pressure that a purely dollar-denominated model can understate.

Contingency planning

A 10 percent contingency, adequate on many well-specified Gulf projects, is insufficient for a first-time foreign developer in Türkiye. A 15 to 20 percent contingency, separate from design contingency, reflects realistic project risk, with unforeseen ground conditions given Türkiye's seismic environment, regulatory-driven scope changes, and documentation gaps at tender stage the most common consumers of that allowance.

Getting to a reliable number

For a Qatari investor evaluating a specific Turkish development opportunity, an independent quantity surveyor or advisor review of the design documents against current Turkish market rates, with explicit currency assumptions, is the only reliable way to confirm whether a developer's presented budget reflects Turkish market reality or an optimistic figure calibrated to a different market entirely.
