Investors from Qatar acquiring property in Türkiye frequently cannot be present for every stage of the purchase process. Between initial reservation, title deed transfer, utility registration, and tax filings, a single transaction can require several separate appearances before Turkish notaries, land registry offices, and municipal authorities. A properly structured power of attorney (POA) allows a trusted representative to complete these steps on the buyer's behalf, without repeated travel between Doha and Türkiye.

Why a Power of Attorney Matters for Qatar-Based Buyers

Türkiye's Land Registry Directorate (Tapu ve Kadastro Genel Müdürlüğü) requires the buyer, or a legally authorized representative, to appear in person at the moment of title transfer. For Qatar-based investors managing business schedules or purchasing remotely, granting POA to a licensed attorney or a trusted advisor is the standard mechanism for closing a purchase without physical presence at the Tapu office.

A POA can be scoped narrowly, limited to signing the title deed for one specific property, or broadly, covering ongoing management tasks such as rental agreements, utility transfers, or future resale. Buyers should decide this scope deliberately, since an overly broad POA creates unnecessary exposure if the relationship with the representative changes.

Where to Execute the Document : Qatari nationals and residents have two practical routes. The first is executing the POA at the Turkish Consulate General in Doha, which issues the document directly in the format Turkish authorities recognize. The second is executing a POA before a Qatari notary and then having it authenticated for use abroad, followed by an official Turkish translation once it reaches Türkiye. The consulate route is generally faster and avoids translation and apostille complications, since consular officers are already familiar with the format Turkish notaries and land registries expect.

Content Requirements : Turkish notaries and the Land Registry are strict about POA wording. The document should specify the representative's full legal name and identification details, the precise scope of authority (property purchase, sale, mortgage registration, tax representation, etc.), and, where possible, reference to the specific property or transaction if known at the time of drafting. A POA drafted too generically is sometimes rejected or queried by land registry officials, causing delays at the worst possible moment, during a scheduled closing.

Validity and Registration : Once issued abroad, a POA must be recognized under Turkish law before it can be used at the Tapu office. If executed at the Turkish Consulate in Doha, it is generally accepted without additional steps, since the consulate itself operates under Turkish notarial authority. If executed through a Qatari notary and apostille process, the document then requires a certified Turkish translation and verification, which should be arranged in advance rather than at the point of transaction to avoid last-minute delays.

Choosing a Representative

The individual or firm holding POA effectively steps into the buyer's shoes for the duration of the transaction. This makes the selection of a representative a governance decision, not merely a logistical one. Reputable practice is to appoint a licensed Turkish attorney or a regulated advisory firm with a documented, revocable mandate, rather than an informal contact. Buyers should also confirm in writing whether the POA is a one-time instrument for a single closing or a standing authorization, and set a clear expiration date or revocation procedure regardless of scope.

Revocation and Ongoing Oversight

A POA remains valid until formally revoked, and revocation must be filed with the same notarial or consular authority that issued it, then communicated to any counterparties who may still rely on the original document. Investors who grant broader, ongoing POAs, for example to manage a rental portfolio, should schedule periodic reviews of the authorization rather than leaving it open-ended indefinitely.

Practical Takeaway

For Qatar-based buyers, a correctly scoped and properly executed power of attorney is what makes remote property acquisition in Türkiye workable in practice. The consulate route in Doha is typically the most efficient path, but the underlying discipline, precise scope, a vetted representative, and a defined end date, matters more than the mechanics of execution. Buyers are encouraged to have the POA drafted or reviewed by counsel familiar with both Qatari notarial practice and Turkish land registry requirements before it is signed.
