Qatari investors and developers entering Türkiye's construction market often underestimate one of the most schedule-critical workstreams on any project: utility connections. Electricity, water, natural gas, telecommunications, and wastewater infrastructure each follow distinct application, approval, and installation timelines, and sequencing them incorrectly is one of the most common causes of delayed handover dates in Turkish real estate development.

Understanding the Utility Landscape

Türkiye's utility provision is a mix of state-owned and privatized regional operators. Electricity distribution has been fully privatized into regional monopolies since 2013, meaning the specific utility company an investor deals with depends entirely on project location. Istanbul's European side, for example, falls under a different distribution company than Istanbul's Asian side or Ankara. Natural gas distribution follows a similar regional model, while water and wastewater services remain under municipal (belediye) control in most provinces.

For a Qatari investor accustomed to a more centralized utility structure, this regional fragmentation is the first adjustment. Each connection type requires a separate application, separate fee schedule, and separate inspection process, and none of them run on the same clock.

Electricity : Applications typically require an approved architectural project, a signed contractor declaration, and payment of a connection contribution fee calculated per square meter or per subscribed capacity. For larger commercial or mixed-use developments, a dedicated transformer station may be required on-site, which adds substantial lead time, often three to six months depending on regional grid capacity.

Water and wastewater : Municipal water authorities require infrastructure contribution payments (altyapı katılım payı) before connection, and the amount is tied to the building's total construction area. Where municipal trunk lines do not yet reach a parcel, particularly in newer development zones outside city centers, the developer may be required to fund the extension of mains, which can materially affect project economics if not scoped during land due diligence.

Natural gas : Gas connection in Türkiye is generally the fastest of the utility processes once a building has passed its structural and mechanical inspections, but it cannot begin until those inspections are complete, making it a dependent, not parallel, task in most schedules.

Telecommunications and fiber : Increasingly treated as a fourth essential utility for commercial and residential-grade developments, fiber infrastructure agreements are usually negotiated directly with private telecom operators and can often be run in parallel with other utility applications, offering a useful scheduling buffer.

Why Sequencing Matters More Than Investors Expect

The core risk is not any single utility application, it is the dependency chain between them. Occupancy permits (iskan) in most Turkish municipalities require proof of active utility connections as a precondition, not a formality completed afterward. A project that is otherwise structurally complete can sit unoccupied and non-revenue-generating for months while utility paperwork clears, particularly if applications were filed sequentially rather than in parallel from the earliest permissible stage.

Qatari developers used to design-build contracts where utility coordination is bundled into a single EPC scope should note that in Türkiye, utility liaison is frequently treated as a separate, specialized function, sometimes outsourced to a local consultant who maintains standing relationships with regional distribution companies. This relationship capital shortens timelines in ways that formal applications alone cannot.

Practical Recommendations

Investors should request a utility infrastructure assessment during the land acquisition due diligence phase, not after permits are secured. Confirming that a parcel sits within reach of existing electricity, water, and gas trunk infrastructure, rather than requiring costly extensions, should be treated with the same weight as zoning and title verification.

Building a realistic project schedule also means treating utility connection as a critical path item with its own milestones and buffers, coordinated by a project manager with direct experience navigating Turkish regional utility companies. For Gulf-based investors managing developments remotely, this local coordination function is often the difference between an on-time handover and a costly, unplanned vacancy period between construction completion and first occupancy.
