Why financing structure matters more than financing source

Swedish investors and developers evaluating construction projects in Türkiye tend to focus first on where the capital comes from: home-market equity, a Nordic bank facility, or a mix of the two. In practice, the more consequential decision is how that capital is structured once it enters a Turkish project. Currency composition, drawdown sequencing, and contingency placement determine whether a project absorbs cost volatility gracefully or requires a mid-construction capital call that was never budgeted for.

Türkiye's construction sector operates with materials and labor priced partly in Turkish lira and partly in dollars or euros, particularly for imported systems such as elevators, curtain wall glazing, and mechanical equipment. A financing structure that ignores this split exposes the project to a currency mismatch: lira-denominated financing covering a budget with meaningful hard-currency line items, or vice versa. For Swedish sponsors accustomed to SEK-denominated project finance, this is the first structural adjustment worth making before capital is committed.

Matching currency exposure to the cost base

Recommendation : build the project budget in its native currency composition first, then size financing tranches to match. A typical mid-size residential or mixed-use development in Türkiye might carry 55 to 65 percent of hard costs in lira (site work, structural concrete, local labor, permitting fees) and the remainder in dollars or euros (imported finishes, specialized equipment, some professional fees). Structuring financing as a single-currency facility against a mixed-currency cost base forces the developer to absorb FX risk on the mismatched portion, which can materially move project economics over an 18 to 30 month build timeline.

A better approach splits financing into currency-matched tranches, drawn against the corresponding cost categories. This does not eliminate currency risk, since input costs still fluctuate, but it removes the compounding effect of financing one currency against a liability denominated in another.

Staged drawdowns tied to verified milestones

Swedish institutional practice generally favors milestone-based disbursement over lump-sum funding, and this transfers well to the Turkish context, arguably with more importance given the pace at which construction schedules can shift. Financing structured around verified physical progress, confirmed by independent quantity surveying rather than contractor self-reporting, reduces the risk of capital sitting ahead of actual site progress.

Recommendation : tie each drawdown tranche to a specific, physically verifiable milestone (foundation complete, structural frame to a given floor, envelope closed, MEP rough-in complete) rather than calendar dates. Calendar-based drawdowns are administratively simpler but decouple financing from actual risk exposure on site, which matters more in markets where schedule slippage is common than in more predictable home markets.

Contingency placement and cost overrun buffers

Cost overrun risk in Turkish construction projects tends to cluster around import-dependent line items and permitting delays rather than local labor or basic materials, where pricing is comparatively stable and well benchmarked. A financing structure that places contingency reserves generically across the whole budget, rather than weighted toward these higher-volatility categories, often ends up under-protected exactly where it is needed.

Recommendation : weight contingency allocation toward hard-currency and import-sensitive cost lines, typically in the 12 to 18 percent range for those categories specifically, versus a lower single-digit contingency for locally sourced, lira-denominated work. This is a departure from flat-percentage contingency models common in Nordic project finance, but it reflects where Turkish project risk actually concentrates.

Escrow and disbursement controls

For Swedish sponsors financing through a combination of home-market capital and local Turkish facilities, an escrow structure with a third-party disbursement agent, rather than direct sponsor-to-contractor payment, adds a verification layer that is worth the modest administrative cost. It also creates a cleaner audit trail for reporting back to Swedish co-investors or boards who are not positioned to independently verify site progress.

Practical starting point

None of this requires exotic financial engineering. It requires building the capital structure around the actual cost composition and risk profile of a Turkish construction project rather than importing a financing template designed for a Swedish or broader EU market. Sponsors who take this step before breaking ground generally avoid the mid-project financing renegotiations that erode both returns and timelines.
