Buildings flagged as "riskli yapı" carry both opportunity and complication: transformation incentives can improve development economics, but any acquisition involving an existing structure should include a formal risk assessment report rather than a visual inspection. US investors accustomed to FEMA-style hazard disclosure regimes will find the Turkish system procedurally different, and translation of technical terms should not be treated as equivalent to translation of legal obligation.
Structural Due Diligence for New-Build Projects
For ground-up development, the practical checklist a US investor's advisory team should confirm includes: the specific AFAD hazard class assigned to the parcel, the soil investigation report (zemin etüdü) and its consistency with foundation design, third-party structural peer review where the project scale warrants it, and confirmation that the inspection firm of record has an active, unsuspended license through the life of construction. None of these are exotic requests within the Turkish system; they are standard practice for institutional-grade projects but are sometimes skipped on smaller developments marketed to foreign buyers.
Insurance and Financing Implications
Compulsory Earthquake Insurance (DASK) covers only a capped base amount and applies to residential structures within municipal boundaries. For commercial and larger residential holdings, supplemental private earthquake coverage is standard practice, and US lenders or co-investors financing a Turkish asset will typically require evidence of both DASK compliance and supplemental coverage before closing. Pricing on that supplemental layer is itself a useful proxy for how the local insurance market views a given structure's seismic profile.
