Contractor selection is the single decision that most determines whether a construction project in Türkiye delivers on time, on budget, and to specification. Uzbekistani developers evaluating a project in Türkiye face the same fundamental contractor risk any foreign client faces, and a structured vetting process is the most reliable protection available before any agreement is signed.

Why the market requires careful navigation

Türkiye's construction market is fragmented. At the top tier are professionally managed contractors with certified management systems, audited financials, and verifiable international project references. Below that tier, the market includes many technically capable but financially thin firms managed through informal relationships rather than documented systems. Uzbekistani developers without an established local network are especially exposed to selecting a contractor based on presentation quality rather than verified capability.

The five-area vetting framework

A proper pre-qualification process should cover technical capability, verified through direct project references and site visits rather than a general capability claim; financial standing, established through three years of audited financial statements; workforce structure, specifically the proportion of directly employed versus subcontracted labour; documented management systems, confirming inspection and test plans and formal variation notices are actually used on site; and compliance, covering insurance and social security standing.

Defining scope before approaching contractors

A contractor given a vague brief will price according to what they believe a client wants to hear, not what the project actually requires. Variations and disputes over scope are the most common source of budget overruns on Turkish construction projects, and they almost always originate in an insufficiently defined initial scope. Uzbekistani developers should insist on a complete specification package before inviting any contractor to price the work.

Tender evaluation

Once a shortlist of pre-qualified contractors is established, evaluate proposals on whether the commercial price is complete or carries exclusions likely to generate variation orders, whether the proposed programme reflects genuine understanding of sequencing and resource requirements, and what qualifications each contractor has added to their bid, since each qualification represents a scope exclusion or risk transfer the contractor is declining to accept.

Reference checks that go beyond the obvious

Speaking directly to the project manager, not just the commercial contact, of a completed project provides information no document can supply. Ask specifically whether the contractor maintained the programme, how they managed variation orders, and whether site safety standards held throughout the project.

Independent oversight for remote developers

For Uzbekistani developers managing a project from outside Türkiye, engaging an independent advisor with no commercial relationship to the contractor to conduct pre-qualification and ongoing progress verification provides visibility that would otherwise be difficult to maintain remotely, and is consistently the most reliable way to avoid the costliest class of contractor-related project failure.
